Falleció el expresidente Carlos Saúl Menem

El expresidente y actual senador Carlos Saúl Menem falleció este domingo a los 90 años en el sanatorio Los Arcos, de la ciudad de Buenos Aires, donde había ingresado por una infección urinaria, confirmaron hoy allegados a la familia del exmandatario riojano.

«Lamentablemente acaba de fallecer», dijo Zulema Menem.

Carlos Saúl Menem fue una figura central en la joven democracia argentina que, pese a su condición peronista, gobernó el país durante más de una década con un fuerte sesgo neoliberal plasmado en profundas reformas políticas, económicas, sociales y culturales que constituyeron la antesala de la aguda crisis desatada en el 2001, bajo el mandato del radical Fernando de la Rúa.

Menem falleció esta mañana a los 90 años en el porteño Sanatorio Los Arcos, donde se encontraba internado debido a una infección urinaria, confirmó a Télam su exposa Zulema Yoma.

«Lamentablemente acaba de fallecer», dijo.

El senador riojano venía atravesando complicaciones de salud: primero estuvo internado en el Instituto del Diagnóstico y Tratamiento a raíz de una neumonía bilateral y hace algunas semanas debió ser internado por una infección urinario.

El caudillo riojano devolvió el poder al peronismo en 1989 y fue la persona que por más tiempo encabezó el Poder Ejecutivo sin interrupciones en la historia del país, tras haber sellado en 1994 el «Pacto de Olivos» con Raúl Alfonsín, el primer presidente democrático tras la dictadura cívico-militar impuesta en 1976.

El líder de La Rioja, provincia a la que gobernó en dos períodos, asumió la Presidencia el 8 de julio de 1989, cinco meses antes del inicio previsto para el mandato, con promesas de «revolución productiva» y «salariazo», pero su gobierno estuvo marcado por una política de corte neoliberal que incluyó la privatización de varias empresas del Estado, cambios en las leyes laborales que implicaron la pérdida de antiguas conquistas de los trabajadores y una estrategia de «relaciones carnales» con Estados Unidos.

Asumió el poder en medio de un proceso de hiperinflación heredado de la administración de Alfonsín y, una vez en el gobierno, tejió inesperadas alianzas entre el peronismo y dirigentes de ideología liberal que hicieron sentir incómodos a muchos de sus compañeros de tantos años de lucha.

Con Domingo Cavallo como «superministro» de Economía, impuso un Plan de Convertibilidad que hizo que los argentinos vivieran durante años con paridad cambiaria, en la que un peso equivalía a un dólar, un germen -sumado a otros factores- de la crisis económica, social y política que estalló en el 2001, cuando gobernaba la Alianza.

Durante la gestión de Menem estallaron múltiples conflictos sociales, la mayoría de ellos por las pérdidas de fuentes de trabajo a causa de las privatizaciones y la precarización del mercado laboral al ritmo del plan de flexibilización que motorizó el empresariado.

La Ley de Reforma del Estado sancionada a fines de 1989 lo habilitó a privatizar a lo largo de esa década varias empresas estatales, incluidas YPF, Gas del Estado, Aerolíneas Argentinas, el Correo Argentino y el complejo minero-siderúrgico Hipasam-Altos Hornos Zapla-Somisa.

Muchos de esos procesos privatizadores, entre ellos la entrega a manos extranjeras de recursos naturales estratégicos, fueron los puntos más cuestionados de su gestión, al igual que la calidad institucional, que tuvo su máxima expresión en la denominada «mayoría automática» de la Corte Suprema, que le permitió desplegar sus políticas sin sobresaltos judiciales.

Menem, quien estuvo preso de la dictadura militar en las Lomitas, tomó el argumento de la «reconciliación nacional» para firmar en 1990 uno de sus más polémicos decretos: el indulto con el que liberó a los comandantes de la Junta Militar condenados por múltiples y gravísimos delitos contra la humanidad.

Sus estrategias políticas y su insistencia por lograr la reelección, alcanzada finalmente en 1995, lo llevaron a reformar en 1994 la Constitución Nacional, después de que el país entero se sorprendiera con la firma del «Pacto de Olivos», otra vez con Alfonsín como co-protagonista.

La nueva Constitución abrió paso a la reelección presidencial, antes vedada; derrumbó el Colegio Electoral que hasta entonces elegía al jefe del Estado; redujo de seis a cuatro años el período de mandato del Presidente y aumentó el número de senadores con una garantía de representación para la minoría, entre otros puntos.

Menem, un político de raza, de aquellos que recorrían el país en cualquier medio de transporte para las campañas, mostró un estilo campechano, con largas patillas y acento riojano, lo cual lo ayudó a crecer en popularidad dentro de las filas del peronismo, al que abrazó en su juventud.

En los años 90, algunas de sus actitudes en el ejercicio de la Presidencia eran consideradas extravagantes, como la vez que jugó en cancha llena al fútbol con la camiseta de selección, o cuando viajó desde Buenos Aires hacia Pinamar, en tiempo récord, al mando de su Ferrari Testarossa.

Pero sus políticas de Estado no fueron toleradas por completo en el partido fundado por Juan Perón, al punto de que durante su gobierno hubo profundos cambios en la tradicional liturgia del partido y su mandato quedó más asociado al «menemismo», que al peronismo como se lo había conocido hasta entonces.

Gobernó en La Rioja entre 1973 y 1976 (hasta la llegada de la dictadura) y entre 1983 y 1989, año en que dejó la provincia para hacerse cargo anticipadamente de la Presidencia por la renuncia de Alfonsín, por lo que su asunción se hizo efectiva cinco meses antes de la fecha prevista para el fin de su mandato.

Menem dejó el poder en diciembre de 1989, cuando el peronismo, que llevó como candidato a Eduardo Duhalde, fue derrotado en las elecciones por la coalición UCR-Frepaso que postuló al radical Fernando de la Rúa.

En 2001 pasó seis meses en prisión en la causa por la venta de ilegal de armas a Ecuador y Croacia, por orden del juez federal Jorge Urso.

En 2003 intentó volver a la Presidencia y fue el más votado en la primera vuelta de los comicios de ese año, pero consciente de que todas las encuestas lo daban como seguro derrotado frente a Néstor Kirchner, bajó su postulación y no se presentó al balotaje.

Al momento de su muerte ocupaba un escaño en el Senado de la Nación como representante de su La Rioja natal.
